Flying to Canadian cities with lower wait times for passports

At least one Canadian has flown to another province purely for the purposes of picking up their passport in a city with lower wait times.
It made me curious as to what the realistic options would be for someone in the GTA. Passport Canada recently started posting the wait times for passport offices across the country.
There would be various factors to consider such as:
- Getting a cheap or reasonably priced last minute flight is not generally easy (although sometimes possible for domestic travel these days thanks to the influx of low cost carriers). Aeroplan sometimes has decent options for last minute domestic flights.
- You might need to rent a car (not exactly easy right now in Canada). Taking a look though, there are actually some Canadian cities with airports that are quite close to their passport office. St. John's, Newfoundland's YYT Airport is within walking distance to their passport office (3.5 km).
- Timing everything (booking a passport appointment to coincide with your flight)
- Possibly/likely needing accommodation for a night.
